Instead what I found is too cycle between only 3 saves, always turn off all autosave! If you get the zero save space error quit out to main menu, delete the most recent save on the top, then manually load the most recent save prior to the one deleted (never use continue!).
There's a very lengthy process you can go through to clean out content (full game delete, rebuild data base, PS4 full reboot after 10min unplugged, after every single game addition) that can resolve the issues, but since it's related to Creation Club and Bethesda Patchwork the issue would still usually return. While it can be related to mods, it usually actually has a lot to do with Creation Club content and even some of Bethesda game patches.
